Update firewall to Standard and the rules

• Update the firewall tier from Basic to Standard.
• Move the rules to an egress lockdown template
• Create a new default rule template
  • Based on Bicep and AKS LZA template
  • Do not open the tools endpoints
  • Add the optional endpoints: https://learn.microsoft.com/en-us/azure/openshift/howto-restrict-egress
  • Do not add the endpoints that are proxied through the ARO Service: https://learn.microsoft.com/en-us/azure/openshift/howto-restrict-egress#endpoints-proxied-through-the-aro-service
• On both template add a disclaimer
• Document the firewall rules and how it is configure
  • Remind that it is a sample LZA
