Description
The link to the SCCA FRD document is broken in scca.md.

Steps to Reproduce
Steps to reproduce the behavior:

  1. Browse to scca.md
  2. Click the scca link.

Expected behavior
The SCCA FRD document appears.

Actual behavior
A permissions error appears.
