Description
The Sentinel resource needs to have the provider defined when deploying to multiple subscriptions

Steps to Reproduce
Steps to reproduce the behavior:

  1. Deploy to separate subscriptions for each tier.
  2. Terraform fails with a "Resource Group doesn't exist" error, which is totally misleading

Expected behavior
Deployment doesn't fail
