Citizen - List View (What does it display)

I could not identify what information was being displayed in list view. Was it the most upvotes? User should be able to filter this information or select what they want to see somehow. Ticket number is not really significant for user so should not take center stage.

I am not sure what list view is showing. I am guessing the most upvoted tickets. I would not want ticket number to be so prominent (this if for municipality I am guessing). I would want to see description and definitely a timestamp. User should be able to decide if they want the list sorted by timestamp or fault type maybe. User should also be able to specify what they want in the current list - most upvoted, nearest them, watchlist, tickets in municipality of a particular type.
