The dashboard is not a dashboard! It is not providing an overview of the current status of the municipality - it is just different tickets being displayed. Users should be able to see how many faults are currently being worked on, how long the average water problem takes to fix etc. Where are the most faults. What category of faults are most frequently reported. This type of thing.
You need to have data translated into information. e.g. how many electricity faults are currently active in the municipality. How many have been logged in the last month/year maybe and average time of completion. Do this for maybe the top 5 most common fault types but allow the user to click somewhere to see for all fault types.

Need to have icons with stats on the dashboard. Dashboard has missed the mark. This is where you should be having graphical representations graphs etc of how the tickets are being processed.
