Update GenesisData to use updated SCALE #539

In config/genesis, GenesisData exists because SCALE currently can't decode Arrays of Strings within a struct. #394 fixes this, so once that is fixed, update GenesisData accordingly.

We also need to update scale to handle slices of unknown length. See #572 and #584.
