Wrap long lines / reflow documentation

Add a rule that enforces max length of documentation lines. I'd vote for 120 or 140 characters. Perhaps that would be configurable.

Add a fix that wraps long lines, or even reflows the entire block.

Reflow might also apply other fixes automatically (where non-ambiguous).

📝 No intent to implement before we bring editorconfig/editorconfig#89 and https://marketplace.visualstudio.com/items?itemName=VisualStudioProductTeam.EditorGuidelines into the product, but in favor after both of those work for everyone.

Not sure how helpful this comment is, but it looks like the VS extension has been deprecated in favour of a newer incarnation. I see there's still no consensus on editorconfig/editorconfig#89 though...!
