Send player diagnostic report when convergence fails

It could help people fix their networks to send them the diagnostic dictionary. This should probably also be a server configurable option as the diagnostic report definitely takes time and increases strain on the server. We may want to integrate this into the network protocol somehow to indicate whether or not a report should be generated.
