A wrapper for Nem's VTFLib

Requires VTFLib, which can be found here: http://nemesis.thewavelength.net/index.php?c=177#p177
Requires VTFLib Linux and its dependencies, sources which can be found here: https://github.com/panzi/VTFLib
Needs to be compiled manually for now.
Unfortunately the features provided by nvDXTLib are not supported on Linux:
- generatig mipmaps
- resizing textures
- generating thumbnails
- generating normal maps
- normal map conversion
