Flash of terms page during test due to the bfcache audit is confusing for some users #15223

I've had a couple of people confused by the flash of the chrome://terms/ which we use as a simple page to navigate to (and back from) for the bfcache test. IIRC we tried a couiple of pages before landing on this one, but I can see it could cause some confusion.

Feature request summary

I wonder if we should have a blank page (chrome://blank/?) instead to avoid confusion?
Or can we somehow block the rendering of the terms page to avoid it showing mid test?

What is the motivation or use case for changing this?

Ah, great! I was now trying to search about why do I see that page on every test! Now I understand :)
It's indeed confusing to us.
