What problem does the new feature solve?

Add and support TTL (time-to-live) table option to allow users to specify the lifetime of data inside a table.

What does the feature do?

• Handle TTL in the table option feat: support table options #1044
  • We may use a syntax like CREATE TABLE <tbl_name> ([<column defs>]) WITH (TTL='<ttl>')
• Reclaim SST resources based on TTL feat: support table ttl #1052
