Review of the logs shows that this is happening when trying to download training images from Incapsula servers.

Sorry, something went wrong.
The parse error is reported as HPE_INVALID_HEADER_TOKEN

This appears to be a result of Node.js being a bit strict about expecting servers to follow the rules about HTTP headers . Which Incapsula isn't.
