Feels like a bug, wasn't able to find this ligature to be documented anywhere and I can't think of any use case for this.

Reproducible on the following website: https://www.programmingfonts.org/#jetbrainsmono

as well as on https://www.jetbrains.com/lp/mono/ (by editing via the browser inspector a text area with the font)
