Suggested enhancement

Move PSA test programs from programs/psa/ to tf-psa-crypto/programs/psa.
Depends on #9247

DoD:

  • The PSA test programs are moved as expected.
  • The CI runs successfully with the same all.sh components.
  • the builds of make and CMake targets keep working the same way with the same outcomes.

Justification

Step towards the repo split.
