Core end points to implement for api/v1/data

From what I can figure out there are the following neccessary endpoints for api.neotomadb.org:

• Publications - See issue publications endpoint #6
• Taxa - See issue taxa endpoint #7

• Datasets - see issue datasets endpoint #9

• DownloadZip - see issue DownloadZip endpoint #11 (commented out, so likely deprecated)
• DownloadMultiple - see issue DownloadMultiple endpoint #12
