People with the #invite-only and #adults-only roles should be able to assign them to other people, similar to how adult chat worked informally.

Adults-only maybe; thing is we still wouldn't be liable if the user has to tell Discord they're 18 no matter what. What we'd lose is the "don't join if you can't handle drugs and sex" recommendation that some adults might forget to make, but I don't think that's too important.
