[DX9] Weird screen-crunch thing with Alt-Tabbing and Alt-Entering #179

It's a specific process, but doing these sequence of events leads to horribly messed-up graphics globally.
I have tested for this issue on an old RSDKv5.exe, an old RSDKv5U.exe, an up-to-date RSDKv5.exe, AND an up-to-date RSDKv5U.exe, and every one gets the same result. The Game.dll used to test with was also up-to-date.

Prerequisites:
Non-fullscreen window to start when launching the game (1x, 2x, 3x, and 4x seem to end up with the same result, so that doesn't matter)
No Window Border (a black screen is shown instead with this process if the Window Border option is enabled. The game is still able to be interacted with, just without any visuals)

Process:
Run RSDKv5.exe
Alt+Enter to fullscreen the window
Alt+Tab to switch the active window (For some reason, alt-tabbing leads to the window flickering and staying on-screen, even when focus should be lost, although I have had someone else without the flickering issue also get this same result)
Click the game window to re-focus
Alt+Enter to exit fullscreen
The game hides itself after this part, and maximizing it via the taskbar leads to images such as this:
All screenshots shown were taken in different instances of RSDKv5, meaning I have been able to replicate it six times.
Despite Extra Slot Amy being used in some screenshots, this issue happens with both ESA and vanilla Mania.

still happening, tested on linux.

edit: just to mention, this happens GLOBALLY globally. like, everything you have open is affected by this.
