Add the ability to import a data backup

RetroSpring currently has an option to export the user's personal data, but not to import it.

Motivation

Given that the main site is unfortunately shutting down next year, it becomes increasingly urgent for users able to self-host their own instance of RetroSpring to be able to import the data they might have had in the main site.
