Add the perks system

[Ryuga]

Add an intelligent point grading system to evaluate members based of perks achieved.
the system will have the following features
Perks will be awarded

1. for each events based on performance
2. for members with an active streak in the community
3. on good contribution to the community projects
4. inviting more members on to the server (1px each)
5. for supporting the server by boosting it.(a small amount. will be fixed later to make it a fair deal)

100 perks constitute a level. user can level up and show off his superiority in the website
top 10 members will automatically receive a colored role which is volatile and will pass on to top ranking members over time

infractions will affect the perks, moderators can take away the perks for reason.
