There's a lot of project setup files that need to sit in the top root level.
We should move the actual quarto website files into a website directory
just so we can separate the files for folks in the future.

you can tell quarto render to render a subdirectory within CI: https://github.com/quarto-dev/quarto-actions/tree/main/publish#other-configurations-available-for-quarto-publish-action
However the trick is getting renv to see the environment...
