This can be closed if required. We tested this with capd 1.18.6 (Anuket Jerma 1.17 passed on them), and shared the results.
For version 1.21, we need airshipctl to be uplifted (One ps remaining https://review.opendev.org/c/airship/airshipctl/+/810788)
Once the docker uplift (1.21.2) work is merged, I can run 1.21 anuket tests
