[AIP-85][Discussion] Improve APT FA performance

Multiple improvements for FAs in general, and APT FA in specific, allowing gas charging and interacting with FA / APT FA to be more performant. This AIP implements the efficient “after-migration” path, which is necessary to keep high performance after migration of APT from Coin to FA completes.
