kubectl port-forward times out regularly

Describe the bug

I am re-opening #876 in a new bug. There is significant community feedback in the closed bug that this is still an issue and I believe it should be addressed.

To Reproduce

Install ArgoCD ... then use kubectl port-forward to get to the UI. It hangs quite regularly and the port-forward has to be restarted.

Expected behavior

It should just work.
