Heroku free dyno hours exhausted #4097

We've run out of free dyno hours on Heroku for the month. As far as I know this is the first time it's happened. One option is to use our Heroku credit to pay for Hobby dynos for staging + the review apps. Another is that we could try to run staging on a Hobby dyno and switch the review apps to a new parent app like shields-review on Free dynos that is scaled to 0.

It's important that staging is always up so I think using the few bucks of credit toward that makes sense.

It's possible we might still run out of free dyno hours in the future, though at that point we could consider using credit for all the review apps, too.

As an intermediate fix, we can switch individual review apps to Hobby. I just did that for #4096.

Given we've now gone all-in on heroku does that have an impact on our staging review apps?

Is this still a helpful issue?
