Follow-up to #8364

Steps to Reproduce

1. Launch Brave
2. Open 2 tabs with https://youtube.com
3. Play any video in the tab #1 > Switch to the tab #2 > Confirm that video #1 is still playing
4. Play any video in the tab #2 > Confirm that video #1 is paused and video #2 is playing
5. Switch back to tab #1 > Observe that video #2 is paused and video #1 is playing automatically
6. Switch back to tab #2 > Observe that video #2 is still paused and video #1 is playing

Actual result:

When switching tabs, the first playing video always continues playing, and the second video pauses.

Expected result:

The behavior in Brave must be similar to what Chrome or Safari does:

• Chrome. Switching a tab is pausing a video.
• Safari. Switching a tab is pausing a video. But then plays it again when switched back to that tab, and pauses the other video.

Additional Information

Safari on iPhone just pauses the video similar to Chrome.
