Describe the bug

CI is failing on upstream pushes to the cedar release/3.2.x branch (example PRs: 1035, 1103) because the cedar-spec code isn't pulling the correct branch of cedar-integration-tests (or cedar -- haven't spent the time to properly diagnose yet).
