Fix board member broken images

You can see the broken links being shown for board member images in the "Past Board Members" section:
http://cpbinfocenter.org/board

Note that images are currently being stored in 2 separate places - S3 bucket, and the assets folder of the app. Ideally we'd just be storing the images all in one place, but fixing the broken link is the priority.
