Alaska has an online publication notice system that publishes alerts when new rules are adopted. It looks as if AK actually has an RSS feed to subscribe to, which means we may not need to actually scrape anything for this one. Notices for adopted rules look like this one here. I didn't notice any legal disclaimers on the AK site, but the implementer should call out any they come across. They major lift for AK will likely be filtering out notifications that are not related to rule making. For example, meeting calendars also show up there.
