Rounding off issue with the jet energy fractions in nanoAOD #239

This issue was discussed a few times, and I thought there was a github issue on this, but can't seem to find it now.

There is rounding off issue with how the jet energy fractions are saved in nanoAOD that leads to "discrete" distributions. Some examples in slide 19: https://indico.cern.ch/event/919630/contributions/3864346/attachments/2039672/3415632/2020-05-15_metx.pdf

this was previously discussed on the HN here/here.
The cause is the rounding in NanoAOD itself as opposed to the nanoaod-tools.
