feature: add starship check command, to check if everything is up and running

Overview

Add a check command to verfiy the working of the pods.

Required Input:

• helmFile

Here are some checks to be done:

• check pod status is all running
• check localhost endpoints:
  • all chain status endpoints
  • exposer endpoints
  • registry endpoint

Additionally: run the check command at the end of start command as well
