bug: starship-cli, for pod name, use a wrapper function

Overview

In the helm chart we use this function:

{{- define "devnet.chain.name" -}}
{{- printf "%s" . | replace "_" "-" | trunc 63 }}
{{- end }}

In the starship-cli, instead of using id directly for the pod name, should add a function instead.
