[Nuget] Dnn.PersonaBar.Library package is not generated

Description of bug

Evoq requires Dnn.PersonaBar.Library Nuget package for some of its modules. This package was not updated for a long time but now DNN 9.4.x introduced some breaking changes that forces Evoq to update to latest version.
The problem is that this package is not being created during CI builds and thus is not pushed to Nuget.org.

Steps to reproduce

1. Log in to https://dev.azure.com/dotnet/DNN/
2. Navigate to https://dev.azure.com/dotnet/DNN/_build/results?buildId=25062&view=artifacts&type=publishedArtifacts
3. Expand the Artifacts folder.

Alternatively, without logging in:

1. Navigate to https://dev.azure.com/dotnet/DNN/_build/results?buildId=25062&view=artifacts&type=publishedArtifacts
2. Download the Artifacts file (154 MB)
3. Unzip the file
4. Examine the files

Current result

Dnn.PersonaBar.Library.*.nupkg is not found.

Expected result

Dnn.PersonaBar.Library.nupkg should be generated during build.

Affected version

• 9.4.3 beta build
• 9.4.1 latest supported release
