Dev17 Preview 4.0

Steps to Reproduce:

  1. New Console application
  2. Right click on project, Add, New EditorConfig

  1. Double click on the file and uncheck every "Place open brace on new line"

  1. Hit Save All. Close GUI and Double click on editorconfig

Expected Behavior:

The options should be saved

Actual Behavior:

The options are not saved
