Issue:
Publishing as explicit framework dependent is always published as self-contained instead. Unless the user explicitly sets

dotnet publish -r win-x64 -c Release
for .NET Core 3 appsor VS:
Right click on project in VS => publish => new profile and make sure it looks like this and double check it says "framework dependent":

After publish visit output directory, notice >220 files in it.
