Change signature is only available over method with an annotation / documentation / comment

I have noticed that the refactor action for chaning the method signature is only present if the method is annotated/documented otherwise the action is missing. It would be better if that is not required. Note that it is not needed for the docstring or annotation to specify the function args at all, a simple normal block comment enables the action.
