Question: How does the String externalizer Tool select plugins showed in the Wizard to select by the user?

Hi, does anybody know, how the String externalizing Wizard Tool does decide which plugins to show in the first page, where the user can select plugins? I have plugins in the workspace that are not shown, possible because I externalized the strings of those. I want to repeat the externalizing and remove any files like properties and Messages that are used by the translation service. But these plugins are not shown. What can I do, that those plugins are shown too?
