feature: bug report through CLI

We can add tooling to capture precise details that might be difficult for people to collect on their own, and we can standardize the collection to make for easier (perhaps even with some automation) troubleshooting.

This feature should:

• Allow for staging the data we're about to send, so it can be inspected before it's sent (pending user interaction, or two-command process?)
• Give a detailed bill of what is collected and why
• Allow for more or less to be submitted with the report, eg with or without memory dumps
