Currently there is no means to independently define permissions for various elements of Kibana independently.

For example, it'd be nice to be able to disallow adding/updating/deleting index patterns while still allowing the user to create new dashboards, visualizations, saved searches, etc.

Via Shield, you can only apply permissions on the .kibana index so if you want to make things read-only, everything must be read-only.

I feel like this relates pretty heavily to #3904, which should make this feature easier to implement.
