[APM] Error rate on service list page is not in sync with the value at the transaction page

On the Service list page opbeans-python shows 36% while on the transaction page it shows 42%

Also should the Transaction per minute match between the Service page and transaction page?

The transaction error rate chart averages the value of the resulting buckets, rather than the stored values. That could lead to discrepancies. IMHO, the service overview, that uses the stored values, is correct here, and the error chart should be fixed. This might apply to the TPM chart as well. There's also a bug in the TPM chart related to the bucket size that I'm working on which might cause it.
