Espressif-IDE 3.0.0 changes target device randomly (IEP-1281)

Describe the bug
OS: Win11
ESP-IDF: 5.2.2
Espressif-IDE: 3.0.0
Target: ESP32-S3-DevKitC1-1 (ESP32-S3-WROOM-2 module)

To Reproduce
Steps to reproduce the behavior:

1. Install Espressif-IDE 3.0.0
2. Import "blink"
3. Attempt to debug using internal JTAG port
4. Repeat

Expected behavior
Expect that the target is not going to change randmomly.

Screenshots

The "on" target changes to other devices (e.g., ESP32, ESP32-S2, etc.).
Seems random.
