close rocksdb by kill -9，and rocksdb can not start again!!

in my case，if turn options_.rate_limiter on, when close rocksdb by kill -9，rocksdb can not start again，it is hanged~~~

i have to clear all files which in db dir to start rocksdb~~~
is there anyway i can solve this problem?

the reason maybe is when turn on rame limiter，write thrad write some data and sleep，then it is killed~~
