Reproduction

使用npm create vue@latest 命令创建一个ts的项目，现在最新版的依然设置为 "noEmit": true

开启 checker({
vueTsc: true
})检查就会报错

Expected behavior

希望改进一下，支持设置 "noEmit": true 检查不会报错
