Add the Tamil calendar and/or the Hindu calendar

Please add support for the Tamil calendar and/or the Hindu calendar, as this would significantly simplify the definitions for many holidays, e.g.

• Ganesh Chaturthi (see also Ganesh Chaturthi missing in India #278 and Add Mauritius public holidays #279)
• Thaipoosam Cavadee (see also Add Mauritius public holidays #279)
• Maha Shivaratri (see also Add Mauritius public holidays #279)
• Ugadi (see also Add Mauritius public holidays #279)
• Diwali (see also Add Mauritius public holidays #279 and Add Singapore public holidays #283)

I did not take a deeper look, but maybe https://github.com/MenoData/Time4J is something for us until java will provide, I have no idea if they ever will, a tamil or hindu calendar
