From a comment on #931:

The current blob API only supports opening buckets from URLs (#423). Something that seems naturally missing from this is opening blobs for reading and writing directly using a URL (like gs://foo/bar), but this likely wouldn't fit well for something like fileblob. This would need a bit of design work.
