We need to be able to differentiate the metrics cortex_ingester_ingested_samples_failures_total and cortex_ingester_ingested_samples_total on tenant ID.

Describe the solution you'd like

Add label user for metrics cortex_ingester_ingested_samples_failures_total and cortex_ingester_ingested_samples_total.
