When trying to signup with a new user, getting the following errror:

access denied to perform action "create" on "user"

Repro steps:

  1. Start a fresh new instance of Teleport.
  2. Use tctl users add user1 root to create invites for 2 users: user1 and user2
  3. Signup with user1.
  4. Signup with user2 to see above error message.

This happens in current master.
Teleport v2.7.0-alpha.5 git:v2.7.0-alpha.5-76-g454ea7d3-dirty
