[Feature]: Add Warning Diagnostics if server is shutdown during updates #908

What whould you like to see?

There are some cases where we need to shutdown the server to apply updates to it:

  • Changing Server Type
  • Adding to Placement Group
  • Changing Primary IPs

Right now we just do this. I would prefer if we show a warning diagnostics to the user so they can evaluate if they want to do it this way or now.
