At least one mandatory identifier

Currently all identifier slices are optional across all resources which makes it difficult for matching.

It has been suggested by the SMTWG that at least one identifier slice is mandatory across all profiles:

AU PD Healthcare Service
AU PD Location
AU PD Organisation
AU PD Practitioner
AU PD Practitioner Role
AU PD Secure Messaging Endpoint

However, not being prescriptive on which one it is and publishers can choose.

Note that in order to mandate an identifier for:

• AU PD Practitioner, its related issue AU PD Practitioner profile - error with identifier HPI-I slice #34 must be fixed
• AU PD PractitionerRole, its related issue AU PD Practitioner Role - vendor assigned directory identifier slice issues #35 probably should also be fixed

In discussion with @jakubsielewicz and @brettesler-ext to clarify the requirement from the SM technical working group, the requirement is, for a given PD profile to

• mandate at least any one of the known and defined Identifier types
  • eg for AU PD Organisation to mandate any one of AUHPIO, AUPAIOIdentifier, AUCSPRegistrationNumber, AUAustralianBusinessNumber, AUAustralianCompanyNumber, AUAustralianRegisteredBodyNumber, AUNATAAccreditationNumber, AUPharmacyApprovalNumber
• optionally allow any type of local identifier consistent with the core spec Identifier datatype
