CentOS 7.9 is not the official supported OS for SGX so there is no provided toolset for this OS. But you can build the toolset by yourself if you want to build the mitigation version SDK. If you just want to try and don't want to build the toolset by yourself, you can directly build an SDK without mitigation support via command make sdk_install_pkg_no_mitigation.
