This was read in a project management guide. When you put your name on piece of code. People feel that it's own and they have to get permission to change. Besides it's a waste of time in the long run since we know you changed the code from svn log.

The double star is so tools like doxygen can be use to automate the creation of documentation.

Avoid using /* */ within a function, class or otherwise block of code. We want to be able to use /* */ to disable a piece of code if need be. Please use c++ style comments instead //

If you use extern comment which file we can find the declaration
